I've trawled the forum would like some suggestions on an extract SNPA recipe. I've just done a heavy googling and here's my recipe adjusted from Northern brewers and others.
I'm not a all grainer as I've only done 3 brews to date and I have kids!

19-24L water (Please recommend volume.....21L I'm thinking for no reason.)
3.0 kg or 3.4kg of LLME (Which weight?)
150g <-->400g Crystal Malt (114 - 145 EBC Col) (What weight?)
25g Perle Hops (Recommend a comparable hop if not in stock?) My LHBS has Northern brewer, Nelson Sauvin and many more but not this.
25g Magnum Hops (Recommend a comparable hop if not in stock?) Same as above.
25g Cascade Hops
SAFALE US-05 or White Labs eqiv (WLP001) or Wyeast American Ale 1056 (Any preferences here?)

Steep the Malt on very light boil 30mins.
Remove grain Bring up to boil.
LLME 60min
25g Perle 60min
25g Magnum 60min
25g Cascade 10min

Cool to 20C add yeast, ferment as you would any fine ale.

Search Trough Lolly partial SNPA or similar. There is a great partial recipe here somewhere.

Also what have kids got to do with it ? Brew away my friend.

Edit: look at this link if you haven't already. I only ever did two partials before moving to AG. You are so close if that's what you want. I personnally found it easier.

You really need to use some recipe design software to assist you, rather than flying blind.
There are programs you pay for, such as BeerSmith2, which I use.
However, there are a number of free ones out there, and which are perfectly functional.
I'd suggest you google BrewMate and download it. It's free, and easy to use.

I agree with rotten that Trough Lolly's method for a partial is excellent.

Assuming you are doing a 23 litre batch, then 3 kg LDME, and 200 gr Crystal malt should give you an OG of around 1.048, which is perfect.
Please do not boil the Crystal Malt. Simply steep it in water at about 70ºC for 30 min to an hour, then drain all the liquid from it, and boil the liquid but not the grains.
Magnum is a great bittering hop for this style. Northern Brewer is also a good bittering hop. I wouldn't use Nelson Sauvin for bittering. If needs be, Chinook is also good.

Detailed comment on your hop schedule is difficult without knowing the AA% of your hops. I will say it looks out of whack as it stands. You probably have too much at 60 minutes, and not enough late hops at 10 minutes. Why not get back to us when you know what you can get from your HB shop? To give you an idea of a good hop schedule for this type of beer, here's one from my latest beer of this style:
24.0 g Magnum - USA [12.50 %] - First Wort Hop 10 36.0 IBUs
8.0 g Northern Brewer [6.60 %] - First Wort Hop 11 6.3 IBUs
15.0 g Cascade [5.00 %] - Boil 10.0 min Hop 13 3.0 IBUs
15.0 g Cascade [5.00 %] - Boil 5.0 min Hop 14 1.6 IBUs
25.0 g Cascade [5.00 %] - Dry Hop 7.0 Days

It produced about 47 IBUs in 23 litres with my OG of 1.052. By the way, First Wort Hops were added to my kettle from before the first run off and sparge (I brew All Grain), rather than at the usual 60 minutes boil period.
