The answer to this question lies in how closely you want the beer to resemble JSAA. If you are happy to get close but with noticeable differences use the SAFALE if you want to be very close use liquid yeast. To get more out of our money from the liquid yeast make a starter and step it up in size then split it this will give you about 6 lots of yeast that you can use bring the cost of the liquid yeast down.
