Ok to bottle?

My second brew went down on saturday, a Kilkenny clone (brewcraft box, with muntons gold yeast) and it has stopped on 1016 FG (for the last day and a bit, SG was 1047 and expected FG was supposed to be 1010-1012). I was going to bottle yesterday since It was two days in a row, but I decided to give it a swirl after some advice (can't rack unfortunately, since I've only got the one fermenter, for now). Temp has been constant 20-22, I pitched at about 25 degrees and the first couple of days was pretty vigorous (dropped 25 points by monday night).
My question is, assuming the FG is still 1016 when I get home, should I bottle it? I was planning on priming with only 1 carbo drop per 750ml bottle since it should be a fairly 'flat' beer, but I don't know if a) the extra fermentables in the high FG + carbo drop will cause too much fizz, or b) the yeast is spent and i'm not going to get any more fermentation so the carbo drop will be useless anyway and just give it a sweet taste.
Any thoughts?
