Need assistance in fixing a keg tap

I have myself a kegerator at home with two 'pub style twist taps'. one is working fine so it's not the end of the world but my other tap is pissing out beer when it shouldn't be.

I have pulled it apart and put it back together as I really don't know what I'm doing. Does anyone have any information on how the twist taps work or how I owuld get it fixed?

Is it coming out of the spout, or coming out of somewhere it shouldn't be?

spout. The other tap was leaking as well but that was at the washer which was at the connection to the fridge which eas easy fixed by replacing the washer.

Well that's me out then. I was going to suggest a new washer/seal but you've obviously considered it. I'm too new to kegging to know any other problems.
