can anyone suggest how to get close to this with a kit base or extract 

Well, the simplest way is with a 3kg extract recipe - ESB Pilsner, X-Tract Pilsner, TCB Wetpak European Pilsner are all examples of this.
You could also try a decently hopped lager or pilsner kit can, use 1kg of light dry malt, and then boil/steep/dry hop some Saaz pellets as your tongue and nose demand. Say 12-15g steeped for flavour and aroma, and the amount for bittering depending on the IBU rating of the can. Try to aim for about 40 IBU give or take.
The most important part, of course, is to get (at the very least) a good lager yeast. A sachet of dry Saflager 34/70 for the cheapest option, or Wyeast 2278 Czech Pils/WLP800 Pilsner/WLP802 Czech Budejovice Lager if you feel like investing in a liquid yeast.
